Each game starts with whatever wrestlers were in the database to begin with (the ones you can edit in the File Editor), but EWR will also create up to 600 random wrestlers to make sure that the game world is full enough to make it fair for all promotions (otherwise you could end up with one promotion controlling every wrestler!).
